AbstractSome historians assert that merchants gained political power in the warlordism and weak government conditions of early 1920's China, but the experience of Shanghai merchants belies this view. Although they participated in popular self-government movement activities (such as the Eight Organizations' National Convention, 1921-22, and peace and troop removal efforts), the merchants' role was secondary, and the movements' gentry leaders found solutions to every political problem they faced to be blocked by further questions related to power and authority.
