Li Hongzhang  (Li Hung-chang; Li Huang Chang) (1823-1901). Li, a high-ranking official of the late-Qing,  played a seminal role in promoting the modernisation of China in the late nineteenth century. Li Hongzhang was not an emperor.  This statue was erected at the Li Hongzhang  memorial shrine in Zikawei (Siccawei; Xujiahui), Shanghai, in 1906.

Although the caption on the image indicates "Bubbling Well Road", this must be an erroneous caption. The statue was erected in Chinese-administered territory, not in the International Settlement.
