AbstractThe rickshaw dispute of 1934 reveals the limits of imperial power in China. Attempts by foreign authorities in Shanghai to reform the rickshaw industry and improve conditions for pullers failed in part because of economic forces within China and because social and political relations among local Chinese elites supported the rickshaw owners. The abortive reform effort of 1934 suggests the weakness of foreign powers compared to social and economic forces within China.
