AbstractShanghai was the center of China's film production, distribution, exhibition, import, and export during the republican period. The establishment of the Shanghai Film Censorship Committee after the Guomindang gained power and its operation thereafter reflect the penetration of state power and control into areas of society such as literature and art, which originally had more free space for development. The committee put its emphasis on censoring martial arts and supernatural films and those American films that "insult China” This was geared to the social psychology of the time and created an opening for film censorship, preparing the conditions for the development of the film censorship system's control of the film industry in the following years. To a certain extent, its censorship policies and operating methods provided a reference and guide for later film censorship committees, such as those of the Ministry of Education and the Ministry of the Interior, and the Central Film Censorship Committee. in the process of the Chinese film censorship system's development from voluntary participation to coercion, from individual cases to universal application, from unofficial to official, and from local to central, the Shanghai committee played a very important and indispensable role linking the various steps together.
