AbstractBefore the Taiping rebellion, public finance in Jiangsu (Kiangsu) province was corrupt and chaotic. Efforts to equalize taxation and to rationalize tax collection failed. When General Li Hongzhang (Li Hung-chang) arrived in Shanghai to become governor of Jiangsu, he gained control of the provincial finances by appointing officials with whom he had connections. He was able to increase revenues and to reduce expenditures so as to secure more funds to pay for military supplies. in the process, he strengthened the power of the governor and the governor general.
