AbstractThough not identical, the rising of the Shanghai Small Swords and that of Liu Depei in Shandong have significant similarities. Both began as tax riots directed by local strong men and both became full scale, if unsuccessful, rebellions. in each instance leadership was provided by the local elite, and government militia units provided the organizational base for the rebels.
