摘要Environmental sanitation in the Shanghai foreign concession experienced better administration than most other Chinese regions. A complete set of administrative rules was proposed by the Hygienic and Services Department of the Public Security Bureau. It also spent heavily to organize personnel and material supply for environmental sanitation.
